Vietnam Customs Implements Automatic Assignment of Officers for Document Inspection on VNACCS/VCIS

Hanoi, July 1, 2025 – In line with administrative reform goals and the push for greater IT application in state management, the General Department of Vietnam Customs has issued Official Dispatch No. 9689/CHQ-CNTT, announcing the implementation of a new automatic assignment function for customs officers in charge of document inspection via the VNACCS/VCIS system.

Automating Document Assignment for Transparency and Efficiency

From July 1, 2025, all regional Customs Branches will begin using this feature. It applies to declarations classified under the yellow channel (document inspection) and not to physical inspections (red channel). Eligible officers must be registered in advance in the system, which will automatically assign tasks in a rotating and fair manner, ensuring transparency and optimal resource use.

Key Notes on Implementation

The assignment is done randomly and automatically, regardless of the enterprise, declaration type (import/export), or commodity. However, manual intervention is still required in certain cases such as joint declarations, shared containers, sub-declarations, or when officers are on leave or unavailable.

Departments must also keep their officer assignment list updated, and configure task assignments per unit (e.g., import dept = code 01, export dept = code 02, special cases = code 03, etc.).

Deployment Instructions
